Walter will consider not just the item type but also other attributes such as location, call number, RDA content, media, and carrier types when deciding which material type to assign to each item.  

One potential problem with online stuff not having locations will be what is now E-REF. Instances can also have tags which might get the job done here since Reference is a one dimensional thing.
