to create a permission set go to Settings : Users : Permission sets : +New
to associate a permission set with a user go to Users, select a User, and Edit
- then click on User permissions and Add permission (even if you want to remove permissions)
- check Permission sets
- check the set that you want to add (or uncheck the set that you want to remove
- Save & Close
