God wills that the law be fulfilled, demanding that a human being exist in faith in God and live accordingly, obeying God's commandment to love and thereby fulfilling all of the other commandments.

This means that whenever a human being wills to exist in faith in God and to live accordingly, God is pleased and glorified.

But God does not love a human being because, or only if, she or he wills so to exist in faith and to live accordingly. On the contrary, God loves a human being solely and simply because God is God, because it is God's very nature thus to love; and in so doing, God makes possible and, in this sense, gives, the very existence in faith and living accordingly that God demands in willing that the law be fulfilled.
