Marxsen is quite clear that the rule of God, on the one hand, and faith, on the other, are such that they are not matters of "process," or "degree." 

Thus he can say that "The rule of God comes, if it comes, always completely" and that "It belongs to the essence of faith that either it is lived completely or it is not there at all" (Christologie praktisch: 51, 77).
